Water company saying leak far from our property is our responsibility

Had a private contractor turn up saying they had identified a leak in the field near ish to our house and that we were responsible for it because the pipe supplied only our house (even though it’s outside our boundary, boundary stop tap and water meter - across a road). They’ve said it’s normal for rural households such as farms. We said we didn’t think we’d be responsible and sought advice from the water council who also confirmed they didn’t think we’d be responsible. Months later South west water now pressuring us to get it fixed saying it is leaking 25l/min. We don’t want to do that due to cost and making ourselves obliged for future repairs.
