Trying to replace my faucet - but the shut off valve under the sink will not completely stop the water?

I'm really not handy and I have my first house. The plumber quoted me $200 to replace my faucet so I am giving it a try myself.. Step 1 - stop water, easy enough right? Wrong, it's never easy for me :( the water does not completely shut off no matter how hard I try to turn the valve under the sink. I tried watching videos and reading articles but I'm not finding anything. Can someone help me with what to do next?
