Tankless Water Heater Shutting Off

Hi everyone, I have an "AO Smith powered by Takagi" tankless water heater model number AT-KJr3U-OS-N that is constantly shutting off when the hot water is in use. It will run for anywhere for a few seconds to a few minutes before shutting off and you have to turn off the water and turn it back on to get the water heater to kick on again. A plumber has come out to look and has tried changing the circuit board (which mostly helped except for a few instances) and last week changed out the entire unit which now has made it shut off every time. Minimum flow rate is 0.6GPM, all faucets are 0.6GPM or greater. It is even shutting off when flow rate is reading >1.0GPM (such as when the shower is running) The temperature is set to 115°.
