Sediment in tankless water heater inlet filter?

So I had a Rinnai tankless outdoor propane put in last year. I have a sediment filter as well as a 3 stage filtration system after the sediment filter. There was no pressure this morning after a cold 27 degree night. Water was flowing from water inlet valve. But trickle on hot side. I removed the black plug that has a filter and it was caked with sediment. The lines are about 21 years old. Could it be old stuff breaking loose from them prior to water filters installed?
