Question about shower plumbing

Quick insight, I am a maintenance tech for a property management company. The apartment I am referring to has been vacant for about 2 months until a resident moved in a day or two ago. Today I had a work order for low water pressure/no hot water coming from the shower. I checked the breaker, the heating elements and thermostats on the water heater, and checked the shut off valves, bathroom sink and kitchen sink. Everything was normal. Breaker on, shut off valves open, and hot water and good pressure in the rest of the apartment. I removed the shower headS (as it has 2) and ran the water for a bit. After about 5 or 10 minutes the water, out of know where, just picked up in water pressure and the hot water started working.
