Outside hoses spray water when indoor plumbing is used

We just bought a house, 2 story, built in 1999. We noticed that when any water is used inside, faucet, toilet, shower etc. that the outdoor hoses start spraying water. We're planning on hiring a plumber to take a look, but want at least some understanding of what might be happening. For now we are leaving those outdoor spouts open, because we're concerned about pressure and possibly bursting a pipe. I understand this is an odd issue to diagnose without inspecting in person, but at least getting some understanding would help.
