For a single faucet shower, should the cold water always be on the right and hot on the left? So when you turn it on, it starts on cold.

We recently had a shower in our home redone and the company that installed it is saying that that it’s normal for the hot water to be on the right, meaning the water is hot when you turn on the shower and gets cold the further you move the handle. The shower they replaced had the cold water on the right/right when you turn on the faucet.
