FOOT VALVE fails to open and destroys the pump

Hello all, Would like your opinion on this. We have installed 2 pumps and 1 pump and its motor got burnt due to a “continuous flow of water.” According to the pump supplier, the foot valve did not close that is why the water flowed continuously. Everything installed from the pump to the foot valve is new so i am wondering why a new foot valve would fail so easily and quickly. To add to that, the pump had a control panel (to automatically switch between the 2 pumps installed) but had no indicator that would tell any failure within the system. What are the causes of the failure of the foot valve? How do we prevent this from happening again? Are there any other problems within the pump or control panel that might have caused this to happen?
