Diagnosing backups in upstairs bathroom

Hi, Hoping for some guidance here... Upstairs bathroom in a house has a sink that fills up during normal use, and is very slow to drain, plus a toilet that only partially flushes. I have a mini plunger for the sink that pulls up a mystery black putty like substance and what seems like paper and hair. That sometimes works really well for a month but doesn’t hold. We did have a plumber replace a pipe and clear up a clog under the sink like 8 months ago when it wouldn’t drain at all, but obviously they didn’t clear it all or there’s another problem. This drains but slowly and fills up too quick when washing my hands and routine use. Liquid plumber didn’t work but bleach and hot water has helped somewhat. For the toilet, I’ve shortened the chain, and cleaned the holes, but I can’t get a proper flush. Tub is fine but we did have work done on a separate shower that hadn’t been in use for years. The pipe was clogged and split in three spots, and the water wouldn’t drain when we went to use it again. We had that repaired, and it was pricey. They said the shower wouldn’t be related to the other issues and used a different line. We got a backup in the garage recently and filed a claimed with water line insurance on the sewer lines. They’re old clay pipes, and we do get tree roots growing into them that cause backups every couple years, but we recently had them cleared and this time they checked with a camera from the street to the connection inside the house, and also out to the main, and it was all clean do they didn’t say what caused that or how to fix it. They just told us it was likely a soft block and to call if anything starts gurgling. Well no gurgling and the problem isn’t major but it’s also not going away.
